The team will continue supporting production systems while migrating approved capabilities from a **.NET and Oracle** environment toward **React, Python, and PostgreSQL**. You will turn the transition plan into working designs, coordinated releases, and reliable operations. **Location:** On-site at the client location in **Rockville, MD** --- ## Responsibilities - Lead technical design and implementation for assigned **NIGMS** applications, APIs, and integrations. - Guide development of **React/TypeScript** front ends, **Python/FastAPI** services, and **PostgreSQL** data capabilities within the Government-approved architecture. - Plan phased migration from legacy **.NET** and **Oracle** components, including coexistence, data reconciliation, cutover, rollback, stabilization, and retirement criteria. - Establish standards for **code review**, **API contracts**, **automated testing**, **accessibility**, **security**, **documentation**, and **operational handoff**. - Coordinate technical dependencies with **NIGMS DevSecOps**, cloud/platform teams, security staff, system owners, and other contractors; maintain clear ownership of decisions and interfaces. - Support production issue resolution and corrective maintenance while protecting capacity for modernization work. - Review architecture and release evidence; identify technical risks early and explain options/tradeoffs to Government stakeholders. - Validate undocumented business rules and application flows with users and subject matter experts. - Evaluate approved automation methods for generating draft design/test/HHS Enterprise Performance Life Cycle documentation from code and delivery records; ensure qualified staff review all artifacts. --- ## Required Qualifications - **AWS Solutions Architect – Professional** certification - Demonstrated experience leading enterprise application design and delivery through phased modernization - Hands-on expertise with **Python** services and modern **JavaScript/TypeScript** front-end development - Experience designing **APIs** and integrating applications with identity, data, and enterprise services - Experience with relational database design and migration, including **PostgreSQL** and legacy database environments - Experience deploying and supporting applications in **AWS** using containers, **CI/CD**, **infrastructure as code**, monitoring, and secure development practices - Ability to lead developers, review technical work, resolve cross-team dependencies, and communicate clearly with program and technical stakeholders - Experience maintaining production services while delivering substantial application changes - Ability to meet applicable **NIH suitability** and **system-access** requirements --- ## Preferred Qualifications - Experience with **React**, **FastAPI**, **GraphQL federation**, **Amazon EKS**, and **Oracle-to-PostgreSQL** migration - Experience supporting **NIH, HHS**, or comparable federal health information systems - Fam
