## Technical Program Manager (TPM) ### Overview LMI is seeking a **Senior Technical Program Manager (TPM)** to lead delivery of LMI’s technology portfolio supporting the **United States Postal Service (USPS)**. USPS is modernizing to improve **service reliability**, **transform the customer experience**, and achieve **long-term financial sustainability**. In this role, you will serve as LMI’s **senior technical leader** for the account—owning the **end-to-end deployment** of technology solutions into the USPS environment and acting as a trusted advisor connecting **engineering execution** to **USPS mission and business outcomes**. This is a **hands-on leadership** role overseeing a diverse portfolio of enterprise technologies, including: - **ServiceNow** - **Microsoft ecosystem**: Microsoft 365, Power Platform, Azure - **AI-enabled and agentic solutions** - **Custom software applications** and **AI-assisted software engineering** approaches - **Commercial off-the-shelf (COTS)** products You will manage multiple concurrent initiatives, set and enforce best practices across **software development**, **CX/UX**, **security**, and **release management**, and be accountable for **cost, schedule, quality, and adoption**. ### Role Scope & Authority - Reports to the **LMI USPS Account Lead** - Primary technical leader for the account - Oversees a portfolio of **multiple concurrent technology initiatives** - Leads a multidisciplinary team of **engineers, architects, designers, analysts, and subcontractors** - Has broad authority to set delivery standards, prioritize work, approve technical approaches, escalate risks, and recommend staffing/resource decisions - Regularly interfaces with **USPS senior IT and business stakeholders** at director/executive levels ### Responsibilities **Portfolio Delivery & Execution** - Serve as LMI’s senior technical lead and primary technical point of contact for USPS - Deliver technology solutions into the **USPS production environment** on-time and on-budget - Build trusted relationships with USPS stakeholders and translate needs into actionable roadmaps - Own the full lifecycle of deployments into the USPS environment (intake → design → build → integration → test → deployment → sustainment) - Prioritize, sequence, balance workload, and deconflict concurrent projects **Technical Leadership & Standards** - Translate USPS mission/business needs into solution architectures, delivery roadmaps, and Agile backlogs - Lead Agile delivery using **Scrum, SAFe, and/or Kanban** (backlog, sprints, release planning, ceremonies) - Drive **CI/CD** and **DevSecOps** for secure, reliable delivery - Apply **human-centered design** and **CX/UX** best practices to ensure adoption - Direct configuration/deployment of platform solutions and tailored custom/AI-assisted development - Stay current on emerging tech (GenAI/agentic AI, low-code/no-code, cloud/platform advances, modern tooling) **Quality & Portfolio Management** - Govern technical quality; enforce architecture, coding, integration, and release standards - Manage cost, schedule, scope, and performance; track financials and prevent overruns - Identify and mitigate technical, security, schedule, and delivery risks - Ensure compliance with USPS/federal requirements including **cybersecurity**, **ATO**, **data governance**, **AI risk management**, **privacy**, and **accessibility (Section 508)** - Build and lead a multidisciplinary team; manage staffing, onboarding, perform
